Why Francophone Mobility matters
Under exemption code C16, employers outside Quebec can hire French-speaking workers in TEER 0, 1, 2, 3 or 4 occupations without an LMIA. The processing is typically faster, cheaper, and far less administratively heavy than a standard LMIA-based work permit.
Eligibility
- Habitual use of French as your day-to-day language (proven by TEF/TCF results — generally NCLC 5 or higher).
- Job offer outside Quebec in an eligible TEER occupation.
- Employer compliance fee of $230 paid through the Employer Portal.
Why it's strategic
A Francophone Mobility work permit gives you Canadian work experience, which then opens:
- Express Entry Canadian Experience Class eligibility
- French-language Express Entry category draws with low CRS cut-offs
- PNP streams for in-Canada candidates
