In late 2024, IRCC reduced Provincial Nominee Program (PNP) allocations by roughly 50% as part of broader cuts to permanent-residency targets. Provinces responded in 2025 by narrowing their streams and prioritizing in-demand sectors.

What each major province is doing

  • British Columbia (BC PNP): Focus on healthcare, childcare, construction and veterinary occupations. Tech draws continue but are smaller.
  • Ontario (OINP): Heavy emphasis on the Employer Job Offer streams and the Human Capital Priorities stream targeting healthcare and tech.
  • Alberta (AAIP): Reduced general Express Entry draws, expanded Rural Renewal and Tourism & Hospitality streams.
  • Saskatchewan (SINP): Strict occupation lists; healthcare and agriculture prioritized.
  • Manitoba (MPNP): Strong preference for candidates with a genuine connection to the province.

What this means for applicants

  • Job offers carry more weight than ever. Employer-driven streams are the most reliable path.
  • Connection to the province matters — past study, work, or family ties significantly improve odds.
  • Don't rely on a single province. If your NOC qualifies in multiple jurisdictions, file in parallel where allowed.
