The 2026 Study Permit Cap: What Students Need to Know

IRCC has continued the national cap on new study permits through 2026, with allocations distributed to provinces and then to Designated Learning Institutions (DLIs). To apply, most international students now need a Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL).

Key 2026 requirements

  • PAL/TAL required for most undergraduate and college applicants. Master's and PhD applicants are generally exempt.
  • Proof of funds: CAD $22,895 (outside Quebec) for a single applicant in addition to tuition and travel — increased again to reflect cost of living.
  • PGWP eligibility is tied to field of study for college programs; confirm your program is on the eligible list before enrolling.
  • Spousal open work permits are now restricted to spouses of master's, doctoral, and certain professional program students.

How to strengthen your application

1. Choose a DLI with confirmed PAL allocation — don't assume.

2. Show clear study intent: program alignment with prior education and career goals.

3. Document funds properly — GICs, education loans with disbursement letters, and sponsor affidavits.

4. Address ties to home country if applying from a high-refusal region.
